POST /support/topics was gated on MANAGE_SUPPORT, the parent, so the child right looked dead while being the thing checked. It now takes CREATE_SUPPORT_TOPICS, which costs nobody anything — identical holder sets, and closure guarantees the child implies the parent. The document records this as the third distinct meaning of "decorative": genuinely ungated, enforced under a different right, or enforced under its own parent. The last is invisible to the analyzer and free to fix, so it is worth hunting for deliberately in what remains.
