A background nothing can draw is reported, not a lost batch

The org setup wizard's Backgrounds step resized each picked or suggested image in a loop with no catch. Since resizeBackgroundIfNeeded now refuses, with a reason, a file that neither the converter nor the browser can use, one such file would have rejected the whole batch with nothing on screen. It is skipped and named under the drop zone instead, as on Behavior & Labeling and in the creation wizard.
