reasoning_effort "none" and refuse the default effort they apply when none is sent, so every TOOL_CALLING probe and agent step on gpt-6-luna/sol failed. - ReasoningEffort gains NONE (wire "none"); E2's "none" maps to it, E10 when the effort is Kamo's to choose (none set, or the agent step's own), the call is made once more at none, before any stream event, and the model is remembered per chat URL for a day so later tool calls send none up front. - A caller's explicit effort is sent as asked; ParameterFallback no longer drops it silently on this refusal, so the refusal is returned.
