On every reload and every first document after sign-in the cover stayed up over the page, while in-app navigation revealed it fine. PresenceWrapper renders bare children until user info resolves and the presence providers after, and that change of shape remounts everything below it — the runtime, the commit probe and the cover itself. React drew the fresh cover data-state="up"; the controller, whose phase is module state and outlived the old element, was already revealing or idle, re-attached, and ignored the remounted probe's commit. The next click reset it, which is why navigation looked healthy. Attaching now brings the element into line with the controller before the browser paints it: a page already revealed takes the fresh cover straight down, a reveal the remount interrupted plays again on the new element, and anything else stays covered and waits for its commit as before.
