Accept a BLAKE3-only claim so dedup is faster than uploading

The link endpoint demanded both hashes. A browser has no fast SHA3-256, so proving it already had a 358 MB file took ~20 seconds against an 18.8 second upload — the member waited just as long and reasonably concluded nothing had changed. sha3256 is now optional: supplied, it still matches the full dedup key; omitted, the match is BLAKE3 plus exact size, which is what a browser can compute quickly. Either way the caller can only name content it already holds.
