The QuickActionsBar "New Loan Offer" action pointed at /commerce/personal-loans/new but no such page existed, so Next.js routed to the dynamic [loanId] page with loanId="new" and surfaced "Loan not found". This adds the missing entry point — forwards to the market-scoped offer creation page when ?marketId is present, otherwise shows a polished picker of all PERSONAL_LOANS markets. Also brings the existing market-scoped page at **************** to the same modern enterprise pattern (gradient header + breadcrumbs + back arrow + full-height shell, no maxWidth) and replaces every hardcoded English string with t() calls (loanProduct, kindInstallment/Loc, principal, creditLimit, lockedTerms, etc.).
