Add marketId query param to POS endpoints and SQL migrations

Add optional marketId query parameter to GET rental-assets, vendors, and subscription-plans endpoints in POSController. When provided, filters results by market instead of returning all org records. Add SQL migration scripts to add market_id FK column to 5 commerce tables (offerings, inventory_items, rental_assets, vendors, subscription_plans).
