Add missing CampaignController REST endpoints for /api/email/campaigns

The bulk-email workspace/editor call GET/POST /api/email/campaigns etc., but only CampaignService (the @Service) was ever created — no @RestController exposed it, so every call 404'd and the /marketing/email page rendered "Not Found" inline. Adds CampaignController mapping **************** **************** onto CampaignService, using BulkProviderController's exact OTK-session (orgID/memberID) auth + error pattern.
