Add TemplateStatus enum + TemplateKeys constants for transactional templates

Declares the REQUIRED/CUSTOM/ARCHIVED lifecycle states and the three required template keys (WELCOME, PASSWORD_RESET, EMAIL_VERIFICATION). Variable contracts for each REQUIRED template documented as Javadoc on the constants class; SP3 and SP4 callers reference these. Part of SP1.
