Members report defects in the platform with screenshots and the sites they the dev machine. A tenant sees only its own organization's bugs and the platform organization sees every tenant's — decided server-side, so the console never has a scope of its own to get wrong. MANAGE_SYSTEM_BUGS is a platform right and gates an ACTION rather than a Configuration tab, which is what the surface-coverage test now records. The screenshot dropzone takes a paste as well as a drag or a click, because a screenshot is almost always already on the clipboard by the time somebody sits down to report one. Send To AI checks whether the dev machine can take a dispatch BEFORE the operator writes anything, and keeps their text on a failure rather than making them write it twice. Model and effort are sent as names; the console never builds a flag.
