Same config-entity base pattern (manual @Id UUID + @Embedded EmbRecordState); UNIQUE(lender_profile_id) singleton + UNIQUE(profile,stage_key). - AutonomyResolver @Component (ungated, stateless like DecisionGate): effectiveThreshold = max(stageOverride?:global, safetyFloor) — autonomy tunes ONLY the confidence wall and can NEVER lower the non-tunable platform floor (doc 13 §8.7); autoExecuteEnabled override-then-global. The per-tenant source for the gate's confidence wall (wiring deferred). 5 AutonomyResolverTest + 4 LicensingResolverTest green (TDD). Indexes entity-declared. mlos.config already in KamoInitializer scan — re-run creates the 2 new tables.
