The agent's email check was topic-less, so an address that had stopped newsletters and campaigns - but was not on the whole do-not-email list - could still get AI outreach. Sales outreach is marketing; it now asks the ledger about MARKETING_CAMPAIGNS, which also covers the list and pauses.
