tasks_create without an assignee left an AI's task unassigned in its Inbox. SP02's TASK_HANDOFF moves only tasks assigned to the retiring AI, so self-planned work was orphaned at retirement and its TASK_DUE went to a retired member (SP06 final review observation 1, SP98-K-5). An AI caller with no assignee now names itself (CREATE_RECORD, as work for oneself always was), and the tool description says so. A person's task is unchanged.
