getHuntOffer fetched the promotion status even with no hunt configuration, so that the attempt would tag every prerendered page site-hunt. With no HUNT_ORG_ID the URL read ?orgId=&template=, and a build run anywhere that resolves the cluster's service names sent one per page, 244 at a time, each logged by SecurityService as a bad request. Unconfigured, the tagged fetch now reads a data: URL answering "no offer" and never leaves the process. check-hunt-offer guards both halves: no network when unconfigured, the tag still issued, and the real org when configured.
