A dispatch is the only thing that takes a report out of NEW from OUTSIDE MediaService, so without this it was the one transition the console's badge learned about only on its next sixty-second tick — filing, triage and voiding all already announce. The subject is deliberately MediaService's own (system.bugs.changed) rather than this service's security.* convention: MediaService owns both ends of that badge, and its SystemBugStompRelayController is what relays it. A second subject would mean a second relay for the same fact. Carries no state, and must not — the frame is broadcast to every session, so the count comes from each console's own authenticated re-read rather than the wire.
