The portal borrower submit is PATCH loan-file {statusId:2}, which bypassed the operator /transitions endpoint where the Application-Taken side effects live — so a borrower submit generated no scenario doc checklist and notified no one (the listDocumentRequirements self-heal only mints the checklist when someone opens the documents view). patchLoanFile now fires the same mlosDocClient.generate + **************** on the actual DRAFT->APPLICATION_TAKEN edge (gated so a re-save doesn't re-notify; best-effort).
