Where the new status-change email lands. It has to name the report rather than the tab: the status filter defaults to New, and that email is by definition about a report that has just stopped being New — so a link to the bare tab would put an empty list in front of somebody who was just told their report moved. The drawer already fetches the row by id, so this works whatever the current filters happen to show. The param is cleared the same way `?report=1` clears itself, so a refresh does not reopen a panel somebody deliberately closed.
