Replaces stubs with real, endpoint-backed panels + fixes a dead-write bug: - Underwriting: Income calculation panel (qualification: DTI/PITIA/reserves/LTV + AUS pill) and Fraud/4506-C panel (vendor-order rail: place/list/cancel/events for FRAUD + TAX_TRANSCRIPT). - Pricing: Scenario compare (side-by-side pricing runs) and Best-execution explainer (base→adjustments→final walk + runners-up/ineligible reasons); deleted the stale Reverse-LLPA chip (already in AdjustmentDrawer). - Documents: Live clearability roll-up (fans loan-clearability over the pipeline, aggregates cleared/blocking/waived); deleted stale Workflow-authoring chip (already shipped). - Capital: FIX the capital-markets Next route — its POST allow-list held only one path, so the shipped Loan Sale Desk / lock-lifecycle writes 404'd. Replaced the exact-string Set with anchored RegExp patterns enumerating the 9 real routes (verified 1:1 vs the controller), still fail-closed on anything else. - Bulletin: a review-gated "Promote as bulletin" card (docType=BULLETIN) with editable AI-proposed product/change-type/params, posting to the new relay. New UI copy is plain strings (i18n follow-up); tsc --noEmit clean.
