Clean up stale port-forward so cancelled translate job doesn't block next run

Bash doesn't forward signals to backgrounded processes, so kubectl port-forward outlived cancelled workflow runs and held port 18080, blocking every subsequent translate_and_rebuild job. Fix: kill any existing port-forward on 18080 before binding (pkill + fuser/lsof fallback), then trap EXIT/TERM/INT/HUP to guarantee the background PF_PID is killed no matter how the step ends.
