The incoming frame animates in from scale 1.04, and its wrapper did no clipping, so the overscale hung ~2% of the viewport past the bottom edge. A transform overhanging an unclipped parent counts toward the nearest scroll container's scrollable area, and RegisterFlow's shell is overflowY:auto — so /team and /member grew a vertical scrollbar for the duration of every crossfade and lost it again once the frame settled. Clip on the carousel wrapper rather than the shell: the shell is auto on purpose, so stacked narrow layouts scroll instead of clipping. The other two copies of this carousel already clip at their outer container, which is why only these two pages showed it.
