The tab reads "Binders (n)" so the count the Selected Docs binder holds is visible from the strip — including (0), which is the case worth seeing, since it says the binder is empty before the member goes looking for it. Entering the tab now opens Selected Docs. The member arrives here from choosing documents, so that binder is what they came for; making them find it in the list was a step with no decision in it. Opening another binder during a visit is not undone by the next sync — the "already landed" flag is a ref reset by unmounting, so it re-lands per visit rather than fighting the member mid-session. A new i18n key rather than a retitle of tabs.binders: the legal package dialog uses that one as a plain label and has no count to put in it.
