ToolWindowShell has taken a topInset since the tab strip landed — it starts the window below the strip and stops it short by the same amount, or the strip is drawn over the title bar. The source shipped; these two assertions were written for it and never got committed, so the behaviour has been live and untested. Found orphaned in the shared checkout after the session that wrote them finished. They pass as they stand against the shipped component: one pins the maximized case (top, height and left together), the other pins that a docked window ignores topInset entirely, which is the half a regression would silently take.
