Deliver is the new-hire path and is meant to be re-run, so members who already hold an assignment are subtracted rather than given a second copy of the same instrument. Members with no email are counted and skipped up front, because EsignEnvelopeService 400s a signer without one from inside the loop, after earlier members already have live envelopes. The audience query ORs three predicates, so duplicates are collapsed. An acknowledge-only document deliberately gets no envelope at all.
