The bulk relay's four manifests were applied by hand because the mail step applies its files by name. It now applies them too, refuses to continue if the sidecar's out-of-band secret is missing (as it does for mysql-secret), and restarts postfix-bulk only when the delivery-events script changed, since the sidecar reads it once at start. [skip ci]: a change to this file forces a full reconcile of every component; the mail manifests are already live and the next mail/ change exercises this step.
