Covers: next-intl routing with localePrefix 'always' + app/[locale]/ restructure, locale resolution (URL > Organization.language via buildSignLink > Accept-Language), translation-dictionary onboarding and CI clone step, true RTL via stylis-plugin-rtl, a query-preserving language switcher, locale-aware formatters, and per-locale metadata. Outstanding signer links stay valid: the middleware 307-redirects unprefixed URLs while preserving the ?t= token.
