The dialog built `tel:${action.tel}` by hand because telHref() was not on main when it landed — it was in a concurrent branch, and importing it then would have been a build failure if that work never shipped. It shipped in d707336b, so this closes the note that was left in the follow-ups. Two ways to build the same link is two ways to get it wrong, and the deck and the centre draw the SAME notification: a member seeing a callback card in one and the detail dialog in the other would have been given two different numbers to dial. telHref normalises to E.164 while keeping `*` and `#`, so a feature code still dials rather than being stripped into an extension.
