Disabled MessageDispatcherServlet registration — kills the multi-servlet landmine for real

Removing the web-services STARTER (55eae0a) was not enough: spring-ws-core itself carries MessageDispatcherServlet, and Boot's WebServicesAutoConfiguration conditions on the CLASS — so every shared-lib consumer still went multi-servlet on rebuild (ESigService kept crash-looping). This DISABLED ServletRegistrationBean pre-empts the auto-config by type and never installs the servlet: single-servlet contexts restored estate-wide, SOAP stays client-only. A future real SOAP server defines its own enabled registration.
