resolveTopic honoured a configured topic by id alone, so deactivating one left the integration still pointing at it and new website chats still landing there — a queue nobody is watching, which is the same silent-misrouting failure this setting was added to end. Deactivated now counts as not resolving: it logs and falls through to the title match and first-active topic like a deleted one does. The write-time check stays id-and-org only, so a brief deactivation doesn't reject an otherwise valid save.
