Employee self-pay fee policy is gone — the BillingGroup refactor handles billing per-group, not via the security model. Removes the teamMemberPayFeesSetting column from ChildOrgSecurityModel, the matching field from ChildOrgSecurityModelDTO, and every getter/setter/overload in ChildOrgSecurityModelService. Removes the pay-fees helpers from AppliedModelEnforcementService (no remaining callers).
