Adds per-model price editing to the provider setup screen. Prices are seeded from each vendor's published list price where we know it, and blank where we do not - a blank means cost simply is not tracked for that model, which is better than a number that is confidently wrong. Copy tells people to check the seeded figures against their own bill rather than presenting them as authoritative. Fixes a display bug caught in review: the trailing-zero trim would have rendered a price of 10 as 1. It now strips zeros only after the decimal point.
