The row's action dock could chat, meet, dial and open a profile — the one thing it could not do was start an email, so reaching a colleague by mail meant leaving the panel, opening the composer and retyping their address. Adds a mail button alongside the others that opens the composer tool window with the member already in the To field. The address rides along in the by-department payload (EmbEmail is on the member row, so it costs no extra query) rather than a per-row detail fetch, and the module/right gate is resolved once in NavTopPanel instead of per row.
