Email settings redirect lists its hook dependencies

The rights check that sends a member without MANAGE_EMAIL_SETTINGS back to /settings ran in an effect that listed only `loading`, so the linter flagged the missing checkRight and router. checkRight is a new function on every render, so depending on it directly would re-run the check each time. The right is now read once per render and the effect depends on that boolean, loading and the router: it still runs when loading finishes and redirects exactly as before.
