Emit the signer locale segment in signing links

Extracts the byte-for-byte duplicated buildSignLink into SignLinkBuilder and adds a locale segment sourced from Organization.language, falling back to English for the four LanguageType values without translations. Requires the kamo-signer /{locale}/ routing to be deployed first.
