Enable commerce beans via kamo.commerce.enabled property

CommerceService and EngagementLifecycle now use @ConditionalOnProperty instead of @ConditionalOnBean. Set kamo.commerce.enabled=true so they load in SecurityService (resolves CrashLoopBackOff on new pod).
