Fetch signature template directly from EmailService with OTK auth, add debug logging

forwardToApi for /api/email/signature-templates went through APIService gateway instead of the Next.js email proxy. Now fetches directly from EmailService with proper OTK headers. Added logging at every step to diagnose template loading.
