Adds the launchpad's entry point into the setup wizard: an owner-only, rights-gated pill that reads "Getting Started Configuration Wizard (x/9 steps complete)", placed first in the pill row ahead of My Widgets. Renders null until the org-owner + right + loaded-summary + not-finished gate resolves, so it never flashes for an owner whose organization already finished setup. The border carries a continuous conic-gradient sheen plus a breathing box-shadow in the organization's own --color-primary, and stops animating (while staying visibly two-tone) under prefers-reduced-motion.
