Handle account-linked response for existing users

When the entered email already belongs to an ACTIVE account, the backend links this org to it and returns ACCOUNT_LINKED. Route those users straight to sign-in (?linked=1) instead of the email-verification flow — they sign in with their existing password. New users and placeholder-claim signups keep the verify-email path.
