- Departments with no members no longer render. The by-department endpoint returns every department in the org including empty ones, so the roster was showing sections that could never contain anyone. The per-department "no members" placeholder goes with them, being unreachable now. - The All/Online/Offline filter moves from the panel-wide header down beneath the tab strip, so it sits in the Directory's own area with the roster it filters instead of appearing to filter the whole panel (it never applied to Chats or Mobile Access). - The empty state only suggests adjusting the search/filter when one is actually applied; an org with no members has nothing to adjust.
