Review follow-ups: (1) drop the comment-dedup ref that could silently skip the required note on a later attempt (or an edited retry) after a failed mark — always post it (a rare duplicate on retry beats losing the required note). (2) render the current assignee as a Select option even when they don't hold VIEW_LEADS, avoiding a blank/out-of-range assignment dropdown.
