Invoke kubectl by absolute path in the step that installs it

Root cause of deploy_k1m1 never succeeding. The install step did: echo "$BIN" >> "$GITHUB_PATH" kubectl version --client but $GITHUB_PATH only applies to SUBSEQUENT steps, so the bare name resolved against the unmodified PATH and the step died: /var/run/act/workflow/1.sh: line 8: kubectl: command not found exitcode '127' Read from the runner's own job log. Later steps still get kubectl on PATH via GITHUB_PATH; only this step needed the absolute path.
