mergeFactsBestEffort runs the enrichment write-back in its OWN transaction (REQUIRES_NEW) so a failure can never roll back the caller's transaction — the safe write-back for a legal-wall decision path (AUS/internal-rules) whose decision-of-record must persist regardless. Skips silently when no profile exists. +1 shared-lib test (skip-when-absent / delegate-when-present).
