Decomposed into one plan per phase; a single plan would not produce working software until the end. Full bite-sized TDD detail: Phase 0 infrastructure gate (firewall, TURN-TLS, port table) Phase 1 fork and build (5 repos, CI, images) Phase 2 single-zone stack (a real call — the programme go/no-go) Phase 2b Tier 3 rebrand (gated on the call still working) Phase 3 control plane (KamoPBXProvider, UI un-gate) Outlines, expanded when predecessors land: Phase 4 tenant UX + ACDc queues Phase 5 commercial Phase 6 multi-region (blocked on spec 14.1) Phase 7 differentiation Corrections in this commit: - k3m1 public IP is 42.181.8.87, not 47.181.8.87. The latter is a third party's host and coturn/deployment.yaml:23 asserts it wrongly; Phase 0 Task 1 fixes that comment. - Self-review found spec 12 (CRM-native telephony, AI, E911) had no tasks in any phase. It is the business case for the programme, so it would have shipped as a worse-supported FreePBX. Added as Phase 7.
