getHuntOffer returned early when the hunt was not configured, and the build never is, so the build made no fetch and the pages it baked carried no site-hunt tag. Next collects a fetch's tags when the fetch is issued, not when it succeeds, which is how the changelog count gets away with a build that cannot reach SecurityService. Without the tag, the per-pod revalidate after a deploy touched nothing and each replica served pages without the footer line until the ten-minute timer expired them. The fetch is now always made; unconfigured, the answer is still "no offer".
