The sweep is what makes period removals and lifetime totals for the hard-deleting domains answerable at all, so days lost to an outage are lost permanently unless the gap gets filled. Waiting for the next 04:20 run is not a recovery plan. The sweep already catches up 14 days and is idempotent per (org, day, domain), so repeated calls settle rather than double-count. This just exposes it, behind @PlatformAdminOnly, and returns the row count so the caller can see it worked.
