The sticky's palette was a child of the title bar. Header and writing surface are siblings on the same layer, so the body — later in the DOM — paints over the header, and the palette hangs below the header straight into it. Every swatch showed through the transparent surface but the body won the hit test, and that click read as "outside", so the palette merely closed. Mounted on the note frame now, on a layer of its own above the surface and the resize edges. On /notes the same palette is a MUI Popover left on the default modal layer (1300), while detached stickies float at 8000 — so it opened under any sticky parked over the card, which is why it failed only sometimes. Lifted to the layer the note dialogs already use.
