/network chose between all-networks and my-networks from the platform-rights context. That read fails closed and stays failed until the page reloads, and a god signed into anything but the top-level organization holds no platform rights at all - so both were sent straight to their own memberships and never saw an organization they were not in. The page now asks for every organization first and falls back to the viewer's own memberships only on a 403; the header and the leave downgrade follow whichever list the server sent. SecurityService now shows a god account every organization from any session.
