An author taking over a rule section by hand replaced the entire section body, which silently discarded the locked pack rules inside it - so 'never quote a rate as a firm number' could be removed just by choosing to write that section yourself. A lock any author can defeat by switching editing mode is not a lock, so this is enforced in the compiler rather than warned about in the UI. Locked rules are now re-appended after any override, including a whole-document takeover. Migrated legacy agents carry no structured rules at all, so nothing is appended for them and the byte-identical migration guarantee still holds - the existing test proves it.
