Enterprise is negotiated, never self-serve. This right gates both halves of that: seeing what it costs, and putting an organization on it. Category.OPERATIONS rather than CONSOLE - it gates an action that reaches into a tenant's billing, not one screen of the platform console. On the platform spine rather than the tenant one for the usual reason: a tenant administrator can edit their own organization's security models, so a RoleRightType here would let a customer grant themselves the negotiated tier. Persisted as EnumType.STRING, so appending is safe.
