Adds the HMDA ULI to the LAR export. UliMinter builds the ULI = org LEI(20) + loan number + two ISO 7064 MOD 97-10 check digits (Mod97CheckDigit — the IBAN algorithm, transcribed from Reg C 12 CFR 1003 appendix C and pinned against its worked example, NOT the MERS Luhn variant). New nullable Organization.lei column (KI-applied) with an org-patch write path; HmdaLarService emits the ULI when the org has a valid LEI + a loan number, else DEGRADES to the bare loan number so a malformed ULI the CFPB platform would reject is never written. LoanIdentifierType gains UNIVERSAL_LOAN_IDENTIFIER (derived: org LEI + LoanFile.loanNumber + check).
