Opening the Softphone popup crashed the page with "This page couldn't load" because tool windows mount inside ToolDock, which lives in ToolProviders — a SIBLING of AuthenticatedToolWrapper. The SoftphoneProvider was nested inside AuthenticatedToolWrapper, so SoftphonePanel was rendered outside the context, and useSoftphone() threw "must be used inside <SoftphoneProvider>". Move SoftphoneProvider up into ToolProviders, wrapping both `children` (the page tree + AuthenticatedToolWrapper) and `<ToolDock />`. The session hook gracefully no-ops when the user isn't authenticated yet (API calls return 401 and the SDK init bails), so unconditional mounting is safe.
